Gabon/ Habitat : Des transactions financières opaques sur fond de compromission entre la Finam et le ministre Olivier Nang Ekomiye ?

Décidément, Olivier Nang Ekomiye, ancien Directeur général de l’ANUTTC devenu ministre de l’habitat et de l’urbanisme au gouvernement de Rose Ossouka Raponda, s’enfonce de jour en jour, à ce qui paraît, dans les affaires louches digne de compromission, tendant à remettre en cause son intégrité morale. Après avoir été indexé récemment pour soupçon de détournement des recettes générées par le traitement spécifique des demandes de régularisation foncière, au niveau des services provinciaux, le voilà à nouveau cité dans une transaction financière compromise avec la Financière africaine de micro-finance. Son entourage administratif révèle qu’il aurait attribué à la FINAM, 50 hectares d’un terrain situé à Malibé 1 de manière illégale.

Le ministre de l’habitat et de l’urbanisme indexé pour soupçon de compromission…

En effet, le patron de l’habitat et de l’urbanisme, Olivier Nang, pointé doigt pour des faits similaires qui lui ont valus, en mars 2020, une audition de près de 04h à la DGR, lorsqu’il occupait la fonction de directeur général de l’Anuttc, semble ne pas avoir pris la mesure des ennuis judiciaires que ce type de pratiques pourrait engendrer. Pour rappel, ce dernier avait été interpellé pour des soupçons de détournement de fonds et des supposées attributions frauduleuses de parcelles aux tiers, en lieu et place des ayant-droits. Même si, grâce à ses lobbies tapis dans l’ombre, il n’avait jamais été inquiété, pour preuve, quelques années plus tard, il a été bombardé au poste ministre de l’habitat et de l’urbanisme.

A ce qui nous revient comme information concernant cette nouvelle révélation : « la Société civile immobilière (SCI) Titane Construction, est parmi les six sites attribués aux promoteurs privés ayant à ce jour, subi des mutations au profit de l’Etat sur le lieu dit Malibé 1 d’une superficie de 82 hectares. Un espace qui sera plus tard partagé entre GSEZ-Airport et la FINAM. Toutefois, seul GSEZ aura bénéficié de la caution des plus hautes autorités. Chose qui l’aura d’ailleurs permis d’obtenir 30 hectares sur le site en question.

Il faut souligner au passage que cette parcelle a été attribuée à cet opérateur en vue du relogement des déguerpis de la voie de contournement de l’aéroport. Or, pour le cas de Finam, cette dernière se retrouve avec 50 hectares, sur une base louche. Car, ne pouvant justifier aucune procédure légale d’attribution, d’autant que les gouvernants ne se sont aucunement prononcés sur un quelconque découpage au profit de cette micro-finance. Toute chose qui, porte à croire qu’un deal occulte se serait passé entre le ministre de l’habitat et FINAM » révèle les bruits des coulisses du ministère de l’Habitat,

De plus, les cadres proches du dossier rapportent dans un document daté du 26 septembre 2022 en notre possession, que “Finam a payé les frais de bouche aux agents topographes ; Elle a payé les opérations de terrain, et a déployé un engin sur le site”. De quoi chercher à comprendre sur quelle base Finam s’est-elle investie à débourser ces frais, sachant bien que les plus hautes autorités ne se sont pas prononcées sur la cession de cette parcelles. A moins de compter sur une main invisible. D’où le soupçon de la compromission entre le patron de ce département ministériel et la Finam. A-t-on appris.

Bref, si tout ceci est évéré, ce serait du grain à moudre pour la DGR et le procureur de la République.
