Pensée Azizetique/ Congrès du PDG : Conflit de compétences entre les Secrétaires Nationaux et le Comité permanent du bureau politique ?

Le Conflit de compétences entre les Secrétaires Nationaux et les Membres du Comité permanent du bureau politique constitue le nœud gordien du blocage au dynamisme et à la performance du Parti démocratique gabonais. Et ce, à quelques mois des élections présidentielles que compte organiser notre pays. D’après les observateurs de la vie du parti au pouvoir, les Membres du Comité permanent du bureau politique s’obstinent à plomber les actions des Secrétaires Nationaux au mépris des statuts et règlements intérieurs de leur formation politique.

En effet, bon nombre des Secrétaires Nationaux sont inféodés, sinon sous éteignoir des Membres du Comité permanent du bureau politique dont les statuts demeurent muets sur leurs réels missions et attributions ; contrairement aux Secrétaires Nationaux dont les missions et attributions sont clairement établies dans ses articles 42 et 43 qui stipulent par exemple que :

Article 42 : les Secrétaires Nationaux assistent le Secrétaire Général dans l’exercice de ses missions, en ce qui concerne l’animation politique des circonscriptions politiques, notamment les provinces et les missions diplomatiques ou consulaires, et les domaines de compétences se rapportant à des thématiques prioritaires du Parti définies par le Congrès et / ou décidées par le Président du Parti.

À ce dernier, ils sont notamment chargés :

Du suivi de la mise en oeuvre des politiques publiques ; De la réflexion et de la Sensibilisation sur les problèmes de Développement ; Du dynamisme intellectuel et du débat contradictoire en interne afin d’être à la pointe de la réflexion et aux avant gardes des décisions politiques ; De la pédagogie, à l’endroit des militants, cadres et Responsables du parti ; De tout autre attribution qui leur serait confiée par le SG.

En son article 43 des statuts, il est mentionné : « Chacun des Secrétaires Nationaux représente politiquement au sein du Secrétariat exécutif, la province placée sous son autorité.

Il convoque aux séances de Travail, Réunions et manifestations politiques qu’il préside, tout militant et Responsable politique.

Au regard de ses articles ci-dessus, où tirent-ils cette force pour vouloir dominer les Secrétaires Nationaux qui relèvent du secrétariat exécutif ? Le Comité permanent du bureau politique n’est nullement un organe délibérant mais plutôt un organe consultatif au sein du Parti, mais plutôt un organe du bureau politique d’autant plus que c’est le secrétaire général de cette formation politique qui assure le secrétariat permanent.

Le Comité permanent du bureau politique ne sert à rien, sinon à bloquer le fonctionnement optimal du parti, bien que ce n’est nullement le Comité permanent du bureau politique qui pose problème mais la qualité de ses hommes du fait que c’est le Secrétaire National qui devrait être jugé par la qualité de son travail.

C’est la seule manière de diriger le Parti du fait que ce qui se passe par exemple dans la province de l’Estuaire où le premier ministre, chef du gouvernement et membre du comité permanent du bureau politique lors du Conseil provincial de la province de l’Estuaire, s’est substituée en première responsable du Parti en lieu et place du Secrétaire National ou du représentant du Secrétaire Général ;

Dans le Haut Ogooue, la secrétaire national essaye de se débattre tant bien que mal ;

Dans le Moyen Ogooue, il se bat en essayant de s’imposer ;

Dans la Ngounie, elle serait menacée d’être virée par un membre du comité permanent du bureau politique ;

Dans la Nyanga, ce dernier discipline d’une main de fer, les membres du comité permanent du bureau politique lors des différentes réunions ;

Dans l’Ogooue Maritime, elle est accusée à tort ou à raison d’être capitalisée par un membre du comité permanent du bureau politique, bien qu’elle est issue de la province du Secrétaire général ;

Dans l’Ogooue Lolo, elle semblerait être absorbée par les membres du comité permanent du bureau politique ;

Dans l’Ogooue Maritime, il s’impose face aux membres du comité permanent du bureau politique bien qu’étant millionnaires comme ce dernier ;

Dans le Woleu Ntem, il est lamentablement noyé par le comité permanent du bureau politique.

Face à celà, le Secrétariat National se retrouve entre le marteau et l’enclume. Le Comité permanent du bureau politique assiste le Président du Parti sur les questions liées au Bureau politique. Les Membres du bureau politique ont des attributions comme l’encadrement et la supervision sur leur siège de rattachement. Ils doivent être évalué par la base.

C’est donc dire que le Comité permanent du bureau politique devrait disparaître, tant entendu que le Distingué Camarade Président est assisté du Directeur de Cabinet politique, des Membres du Conseil Consultatif des Sages (CCS), des Conseillers.

Au regard de cet équivoque qui saute aux yeux, en quoi le comité permanent du bureau politique est au dessus des organes du secrétariat exécutif ? Tant qu’il n’y aura pas une clarification sur cette brimade politique qui ne dit pas son nom, celà plomberait le dynamisme et la performance du Parti.

Toutefois, pour d’éviter des conflits de compétences, il faudrait des hommes de calibre, ayant une expérience politique, ayant de la poigne capable de gérer les égos des Membres du bureau politique. En supprimant le Comité permanent du bureau, celà donnerait nul doute de la Renaissance, du dynamisme et la performance du Parti, tout en réglant les problèmes de leadership, de luttes intestines et autres problèmes d’ego. Celà éviterait comme disent d’aucuns, que les Membres du Comté permanent du bureau politique aient plus de moyens que les Secrétaires Nationaux…

The Conflict of competences between the National Secretaries and the Members of the Standing Committee of the Political Bureau constitutes the Gordian knot of the blockage to the dynamism and the performance of the Gabonese Democratic Party. And this, a few months before the presidential elections that our country intends to organize. According to observers of the life of the ruling party, the Members of the Standing Committee of the Political Bureau persist in sealing the actions of the National Secretaries in defiance of the statutes and internal regulations of their political formation.

Indeed, many of the National Secretaries are subjugated, if not under the extinguisher of the Members of the Standing Committee of the Political Bureau whose statutes remain silent on their real missions and attributions; contrary to the National Secretaries whose missions and attributions areclearly established in its articles 42 and 43 which stipulate for example that :

Article 42 : the National Secretaries assist the Secretary General in the exercise of his missions, with regard to the political animation of the political constituencies, in particular the provinces and the diplomatic or consular missions, and the fields of competence relating topriority themes of the Party defined by the Congress and / or decided by the President of the Party.

To the latter, they are responsible in particular for:monitoring the implementation of public policies; Reflection and Awareness on Development issues; Intellectual dynamism and internal contradictory debate in order to be at the forefront of reflection and at the forefront of political decisions; Of thepedagogy, for activists, executives and party officials; Any other assignment entrusted to them by the SG.

In its article 43 of the statutes, it is mentioned : « Each of the National Secretaries represents politically within the Executive Secretariat, the province placed under his authority.

He summons to working sessions, meetings and political demonstrations over which he presides, all activists and political leaders.

In view of its articles above, where do they draw this strength to want to dominate the National Secretaries who report to the executive secretariat? the Standing Committee of the Political Bureau is in no way a deliberative body but rather an advisory body within the Party, but rather an organ of the Political Bureau, especially since it is the Secretary General of this political formation who provides the permanent secretariat .

the Standing Committee of the Politburo serves no purpose, except to block the optimal functioning of the party, although it is not the Standing Committee of the Politburo that poses the problem, but the quality of its men because it is the Secretary National which should be judged by thequality of his work.

This is the only way to lead the Party because what is happening, for example, in the province of Estuaire where the Prime Minister, head of government and member of the standing committee of the political bureau during the Provincial Council of the province of l’Estuaire, replaced firstresponsible for the Party instead of the National Secretary or the representative of the Secretary General;

In Haut Ogooue, the national secretary tries to struggle as best she can;

In Moyen Ogooue, it fights by trying to impose itself;

In Ngounie, she would be threatened with being fired by a member of the standing committee of the political bureau;

In Nyanga, the latter disciplines with an iron fist the members of the standing committee of the political bureau during the various meetings;

In Ogooue Maritime, she is rightly or wrongly accused of being capitalized by a member of the standing committee of the political bureau, although she comes from the province of the Secretary General;

In Ogooue Lolo, it seems to be absorbed by the members of the standing committee of the political bureau;

In Ogooue Maritime, he imposed himself against the members of the permanent committee of the political bureau despite being millionaires like the latter;

In Woleu Ntem, he is lamentably drowned out by the standing committee of the political bureau.

Faced with this, the National Secretariat finds itself between a rock and a hard place. The Politburo Standing Committee assists the Party President on matters related to the Politburo. the Members of the political office have attributions like the framing and the supervision on their seat of attachment. They must be evaluated by the base.

It is therefore to say that the Standing Committee of the Political Bureau should disappear, as long as the Distinguished Comrade President is assisted by the Political Cabinet Director, Members of the Consultative Council of Elders (CCS), Advisors.

In view of this equivocation which is obvious, in what way is the permanent committee of the political bureau above the organs of the executive secretariat ? As long as there is no clarification on this political bullying which does not say its name, it would undermine the dynamism and the performance of the Party.

However, to avoid conflicts of competence, it would take men of caliber, having political experience, having the grip capable of managing the egos of the Members of the political office. By removing the Standing Committee from the bureau, it would give no doubt to the revival, the dynamism and the performance of the Party, while solving the problems of leadership, infighting and other ego problems. this would avoid, as some say, that the Members of the Permanent Committee of the Political Bureau have more means than the National Secretaries…
