Pensée Azizetique/ Owendo : un nouveau complexe sportif construit au détriment des Mairies d’arrondissement ?

Apparemment, l’éternel Mairesse de la commune d’Owendo constitue un véritable danger pour la réélection d’Ali Bongo Ondimba au prochain scrutin présidentiel prévu pour 2023, au regard de sa gestion peu orthodoxe et irréaliste des deniers publics. N’est-ce pas curieux qu’avec une longévité sans précédent à la tête du Conseil municipal d’Owendo et, d’importants moyens financiers générés par la zone industrielle, que jusqu’à lors, Jeanne Mbagou n’ait pu régler l’épineux problème de construction des bâtiments devant abriter les mairies d’arrondissemente ?

En effet, cela fait près de 10 ans que l’édile d’owendo débourse environ 60 millions par an de charges locatives pour la mairie du premier arrondissement et, 66 millions pour celle du 2e arrondissement, malgré de multiples interpellations des agents municipaux sur l’impérieuse nécessité de construire lesdites mairies pour mettre fin à cette hémorragie financière.

Avec une telle gouvernance, il est clair que Jeanne Mbagou née Matsoungou, brille chaque jour que Dieu fait, dans le sabotage de la politique du Chef de l’Etat. Car, refuser de construire ou d’acheter un terrain pour la construction de ces deux entités administratives déconcentrées de l’Etat, c’est ternir d’une manière ou d’une autre, l’image du Président de la République à l’orée de la présidentielle 2023.

Face à cette attitude digne de mauvaise foi, de nombreux usagers de la commune d’Owendo se posent la question de savoir comment une mairie qui se targue lors des différentes sessions, de réaliser des excédents budgétaires, année après année, est incapable de s’offrir ses propres locaux au profit de la location ?

Ce qui est d’autant plus curieux, c’est le fait que Jeanne Mbagou s’entête à construire un 2ème complexe sportif au détriment de la cité administrative, alors que la commune d’Owendo dispose déjà d’un complexe sportif dénommé « Léon Augé » qui servirait aux populations du 1er et 2e arrondissement de la commune éponyme.

Aucune trace de l’achat d’un terrain n’est indiquée dans le budget primitif exercice 2023 adopté vendredi dernier à l’unanimité des conseillers municipaux, malgré l’attention attirée par certains conseillers municipaux à l’instar de Romaine Amvoula dont l’histoire reconnaît la construction du bâtiment de la mairie centrale de la commune d’Owendo.

De toute évidence, Jeanne Mbagou ne manifeste aucune volonté de doter les Mairies d’arrondissement de sa commune, ses propres locaux. Pour sûr, dans son refus de construire les mairies d’arrondissement, les Owendoises et les owendois ne retiendront pas grand chose de son passage à la mairie d’Owendo après 20 ans de règne, dont 3 mandats titulaires et 1 fois maire adjointe. Estiment les usagers de la commune.

En procédant à la création de 4 directions au sein de l’institution, sachant bien que la mairie d’Owendo avoisinerait les 380 agents, a t-elle pensé à leurs conditions de travaille ? Jeanne Mbagou fera t-elle recours, comme toujours, à la location pour les 4 directions qui ont été créées ?

En se comportant ainsi, Jeanne Mbagou veut t-elle réellement le bien de la politique du Chef de l’Etat, Ali Bongo Ondimba ou s’engraisse t-elle au nom de son pseudo soutien à la politique du chef de l’Etat dans la commune d’Owendo ?

Accusée à tort ou à raison par ses détracteurs de gérer la mairie d’Owendo comme une épicerie familiale, Jeanne Mbagou veut t-elle davantage donner du grain à moudre à ces adversaires politiques ? N’est-ce pas de quoi les persuader qu’elle serait un obstacle à la réélection du Chef de l’Etat, Ali Bongo Ondimba dans la commune d’Owendo à quelques mois de l’élection présidentielle ?

Un nouveau complexe sportif au détriment des mairies d’arrondissement amène nul doute à soupconner le plan B de Jeanne Mbagou, d’où sa préparation inavouée à la députation pour le compte du 2e arrondissement. Sa seule option, si jamais elle n’est pas investie pour un 5e mandat à la mairie centrale d’Owendo. A t-on appris.

En tout cas, quoi qu’on dise, 10 ans de gabégie inhérente à la location, avec autant de moyens qui auraient pu construire des sièges municipaux dans les deux arrondissements, c’est de quoi avoir honte devant le chef de l’Etat et partant de la République, parce que nul n’a le droit d’enculer la République.

Faced with this attitude worthy of bad faith, many users of the municipality of Owendo wonder how a town hall that prides itself during the various sessions on achieving budget surpluses, year after year, is unable to offer its own premises for the benefit oflocation ?what is all the more curious is the fact that Jeanne Mbagou persists in building a second sports complex to the detriment of the administrative city, while the municipality of Owendo already has a sports complex called « Léon Augé » which would serve the populations of the 1st and 2nd arrondissement ofthe eponymous town.no trace of the purchase of land is indicated in the initial budget for the 2023 financial year adopted last Friday unanimously by municipal councillors, despite the attention drawn by certain municipal councilors like Romaine Amvoula whose history recognizes the construction of thebuilding of the central town hall of the municipality of Owendo.

Obviously, Jeanne Mbagou shows no desire to provide the district town halls of her commune with their own premises. for sure, in his refusal to build borough town halls, the people of Owendo will not remember much of his time as mayor of Owendo after 20 years of reign, including 3 tenured terms and 1 time deputy mayor. A new sports complex to the detriment of the district town halls leads no doubt to suspect Jeanne Mbagou’s plan B, hence her unacknowledged preparation for deputation on behalf of the 2nd arrondissement. her only option, if ever she is not invested for a 5th mandate at the central town hall of Owendo. Did we learn.

In any case, whatever they say, 10 years of mismanagement inherent in renting, with so many resources that could have built municipal headquarters in the two boroughs, that’s something to be ashamed of in front of the Head of State and starting from the Republic, because no one has the right to bugger her Republic.
