Pensée azizetique/ Commune d’Owendo : l’incompétence de Jeanne Mbagou face aux attentes des Mairies d’Arrondissements
À quoi joue réellement l’éternelle Mairesse de la Commune d’owendo face à la mission régalienne qui lui incombe concernant l’essor des Mairies d’arrondissements ? A ce qui paraît, sa longévité légendaire à la présidence du Conseil municipal de la commune d’Owendo, finie par rendre caduque ses idées et sa motivation pour l’atteinte des résultats escomptés par le Président de la République, Ali Bongo Ondimba au sein de cette Commune vachement riche en matière d’économie industrielle.
Jeanne Mbagou née Matsoungou peut-elle jurer la main sur le coeur et trois doigts au ciel qu’elle ne roule pas pour elle-même à la Présidence du Conseil municipal de la Commune d’Owendo, mais plutôt pour la politique du Chef de l’Etat, Ali Bongo Ondimba et par ailleurs Distingué camarade Président du Parti Démocratique gabonais ( PDG), écurie politique à laquelle elle milite, notamment au deuxième Arrondissement ? Pas évident ! Sinon, les ressources produites par cette institution servirait aussi à donner une image reluisante et un meilleur fonctionnement des mairies d’Arrondissements.
Pour rappel, Jeanne Mbagou est, depuis 2008, le quatrième Maire qu’a connu la Commune d’Owendo. Elle succède à Jean Michel Nzaou, dont le mandat a été d’une courte durée et qui fût le premier édile de ladite Commune ; Thomas Galo, qui acheva le mandat laissé par Jean Michel Nzaou ; suivi de Romaine Amvoula qui régna de 2003 à 2008. L’éternelle Mairesse, Jeanne Mbagou s’est donc imposée de 2008 à nos jours. Rappelons que l’ascension de cette dernière fût précédée d’un mandat de Maire adjoint.
Si le commun des Owendois se reconnaît à Romaine Amvoula pour avoir construit la Mairie centrale dont le siège est situé derrière la pédiatrie de la Commune éponyme, un ouvrage construit et inauguré durant son magistère en présence du Président de la république de l’époque, feu Omar Bongo ondimba et de l’ancien ministre de la défense, et aujourd’hui, Président de la République, Ali Bongo ondimba et de l’ancien ministre de l’intérieur, Idriss Ngari, ce n’est malheureusement pas le cas pour l’éternel règne de Jeanne Mbagou. Car, depuis sa gestion, cette dernière n’a pu batir aucun siège abritant les services municipaux d’arrondissements malgré des énormes ressources générées par cette zone industrielle.
Et, depuis 2013 que la Commune d’owendo est subdivisée en deux Arrondissements, cela fera aujourd’hui près de dix (10) ans que Jeanne Mbagou est dans l’incapacité de construire les Mairies d’Arrondissements de la commune dont elle préside le Conseil municipal. Il faut rappeler qu’elle préside cette instance depuis 2008 sans discontinuité ; et pourtant, ce ne sont pas les terrains qui manquent pour ériger les sièges de ces entités déconcentrées créées en 1997 par l’État sur fond propre de cette Commune de plein exercice.
On est donc en droit de se demander ce qui empêche Jeanne Mbagou à le faire avec autant de moyens que génèrent cette partie du pays ? Pourquoi l’édile de la Commune d’owendo, ne soumet t-elle pas à l’ensemble des conseillers municipaux le projet de construction des sièges des Mairies d’arrondissements ? Est-ce de la mauvaise foi ou un intérêt inavoué bien entretenu ?
Pourquoi dame Jeanne Mbagou cautionne t-elle ou ne trouve t-elle pas d’inconvénient que les Mairies du premier et deuxième Arrondissement, continuent de demeurer en location ? Autant de questions auxquelles nous donnerons les éléments de réponses dans notre prochaine édition.
Face a cette incompétence, les agents de ces mairies d’Arrondissement ne savent plus à quel saint se vouer et ne cessent de se demander depuis plusieurs années de savoir à quand leur patronne municipale pensera t-elle à construire les mairies d’arrondissement de cette Commune ? Une lethargie qui les pousse à s’interroger si l’édile de cette Commune s’inscrit vraiment dans la vision du Chef de l’Etat, au regard de ce manque de volonté à l’égard des mairies d’arrondissements.
Bref, la vraie question que l’on doit se poser est de savoir à qui profite les frais locatives des sièges de ces deux entités, si ce n’est un acte de sabotage à la politique du Chef de l’Etat dans la commune d’owendo ?

What does the eternal Mayor of the Commune of Owendo really play in the face of the sovereign mission incumbent on her concerning the development of the Borough Halls? Apparently, his legendary longevity as President of the Municipal Council of the Commune of Owendo ended up rendering his ideas and his motivation obsolete for the achievement of the results expected by the President of the Republic, Ali Bongo Ondimba within this Commune really rich in material industrial economy.
Can Jeanne Mbagou borned Matsoungou swear with her hand on her heart and three fingers to the sky that she is not running for herself as President of the Municipal Council of the Municipality of Owendo, but rather for the policy of the Head of the State, Ali Bongo Ondimba and also Distinguished Comrade President of the Gabonese Democratic Party (PDG), a political stable in which she is active, particularly in the second district ? not easy ! Otherwise, the resources produced by this institution would also be used to give a shining image and a better functioning of the town halls of Arrondissements.
As a reminder, Jeanne Mbagou is, since 2008, the fourth Mayor that the Commune of Owendo has known. she succeeds Jean Michel Nzaou, whose mandate was of short duration and who was the first city councilor of the said Commune; Thomas Galo, who completed the mandate left by Jean Michel Nzaou; followed by Romaine Amvoula who reigned from 2003 to 2008. the eternal Mayor, Jeanne Mbagou has therefore imposed herself from 2008 to the present day. Recall that the rise of the latter was preceded by a term of Deputy Mayor.
If the common people of Owendois recognize themselves in Romaine Amvoula for having built the central Town Hall whose headquarters is located behind the pediatrics of the eponymous Commune, a work built and inaugurated during his magisterium in the presence of the President of the Republic at the time, late Omar Bongo ondimbaand the former Minister of Defense, and today President of the Republic, Ali Bongo Ondimba and the former Minister of the Interior, Idriss Ngari, this is unfortunately not the case for the eternal reign by Jeanne Mbagou. because, since its management, the latter has not been able to build any headquarters housing the municipal services of the boroughs despite the enormous resources generated by this industrial zone.
And, since 2013 that the Commune of Owendo has been subdivided into two Arrondissements, it will now be nearly ten (10) years since Jeanne Mbagou has been unable to build the Arrondissement Town Halls of the commune of which she chairs the Municipal Council. it should be recalled that she has chaired this body since 2008 without interruption; and yet, there is no lack of land to erect the headquarters of these decentralized entities created in 1997 by the State on the basis of this fully-fledged Commune.
We are therefore entitled to ask what prevents Jeanne Mbagou from doing so with as many resources as this part of the country generates ? Why does the mayor of the Commune of Owendo not submit to all the municipal councilors the project for the construction of the seats of the Town Halls of the arrondissements ? Is it bad faith or a well-maintained ulterior motive?
Why does Lady Jeanne Mbagou endorse or find no inconvenience that the town halls of the first and second districts continue to remain rented? So many questions to which we will provide the answers in our next edition.
Faced with this incompetence, the agents of these borough town halls no longer know which way to turn and have been asking themselves for several years to know when their municipal boss will think of building the borough town halls of this Commune? a lethargy that pushes them to wonder if the city councilor of this Commune really fits into the vision of the Head of State, in view of this lack of will towards the town halls of the districts.
In short, the real question that must be asked is who benefits from the rental costs of the seats of these two entities, if not an act of sabotage to the policy of the Head of State in the municipality of ‘owendo ?
