Pensée Azizetique/ Gouvernement Ossouka Raponda : le Ministre des TP, Toussaint Nkouma Émane, nommé en toute illégalité
Nommé le 12 octobre dernier, en remplacement de Léon Armel Bounda Balonzi, au poste de ministre des Travaux publics, de l’Equipement et des Infrastructures, Toussaint Nkouma Émane exerce au sein du gouvernement de Rose Christiane Ossouka Raponda en toute illégalité. D’autant plus qu’aucun décret de réhabilitation dudit ministère n’a été prononcé jusqu’à ce jour par le Président de la République. En d’autres termes, ce ministère est en violation flagrante des lois et règlements de la République.
L’actuel « ministre » des Travaux publics, Toussaint Nkouma Émane, en fonction dans l’illégalité…
En effet, la cheffe du gouvernement, Rose Christiane Ossouka Raponda, dans sa déclaration du 12 septembre informait par voie de presse à l’opinion nationale et internationale que « par décret du Président de la République, en date de ce jour, le ministère des travaux publics, de l’équipement et des infrastructures est dissout ». Avant de poursuivre que : « par conséquent, il est créé au sein de la primature, un département en charge des travaux publics, de l’équipement, des infrastructures. Le personnel du ministère dissout est mis à la disposition de la primature ». A-t-elle indiqué dans le communiqué.
Un mois après, la Cheffe du gouvernement, réapparaît sur nos petits écrans, pour annoncer la nomination du vice premier ministre et celle du ministre des Travaux publics, de l’équipement et des infrastructures, sans pour autant donner le décret de réhabilitation du ministère dont le personnel est à la disposition de la primature par le truchement de la création au sein de la primature, d’un département en charge des travaux publics, de l’équipement et des infrastructures. N’est-ce pas paradoxal ?
Énième couac du gouvernement Ossouka Raponda qui brille chaque jour que Dieu fait, par un manque de rigueur dans la gestion et le fonctionnement de l’équipe gouvernementale. Foulant ainsi au sol, le respect des lois et règlements en vigueur, socle d’un Etat de droit dont ne cesse de promouvoir le Chef de l’Etat Ali Bongo Ondimba.
Face à l’amateurisme qui ne dit pas son nom, Rose Christiane Ossouka Raponda, devrait donner le décret de réhabilitation de ce ministère et redéployer les agents qui seraient à la disposition de la primature à leur administration d’origine. Sinon, c’est la République à l’envers qu’elle nous aura servi. Or, nul n’a le droit « d’enculer » la République.

Appointed on October 12, replacing Léon Armel Bounda Balonzi, as Minister of Public Works, Equipment and Infrastructure, Toussaint Nkouma Émane exercises in the government of Rose Christiane Ossouka Raponda completely illegally. all the more so since no decree for the rehabilitation of the said ministry has been pronounced to date by the President of the Republic. In other words, this ministry is in flagrant violation of the laws and regulations of the Republic.
Indeed, the head of government, Rose Christiane Ossouka Raponda, in her statement of September 12, informed national and international opinion through the press that « by decree of the President of the Republic, dated today, the Ministry of public works, equipment andinfrastructure is dissolved ».before continuing that: « therefore, a department in charge of public works, equipment, infrastructure is created within the prime minister’s office. The staff of the dissolved ministry is made available to the prime minister’s office ». She said in the statement.
A month later, the Head of Government, reappears on our small screens, to announce the appointment of the Deputy Prime Minister and that of the Minister of Public Works, Equipment and Infrastructure, without giving the decree for the rehabilitation of this ministry. including staffis available to the prime minister through the creation within the prime minister of a department in charge of public works, equipment and infrastructure. is it not paradoxical ?
Yet another hiccup of the Ossouka Raponda government which shines every day that God makes, by a lack of rigor in the management and functioning of the government team. thus trampling on the ground, respect for the laws and regulations in force, the foundation of a rule of law which the Head of State Ali Bongo Ondimba continues to promote.
Faced with the amateurism that does not say its name, Rose Christiane Ossouka Raponda, should give the decree of rehabilitation of this ministry and redeploy the agents who would be at the disposal of the prime minister to their original administration. if not, it is the Republic in reverse that it will have served us. However, no one has the right to « bugger » the Republic.
