GABON/ REGIES FINANCIERES : À quoi joue le Ministre du Budget et des Comptes Publics avec les Régies Financières ?

Une véritable bombe à retardement est en passe d’exploser dans la galaxie des collecteurs des Regies financières et partant, au sein du cabinet du ministre du Budget et des comptes publics, pointée du doigt, dame Édith MOUNOMBI EKIRI. De toute évidence, les apparences de ce département ministériel sont trompeuses, au regard du jeu de dupe et l’ambivalence entretenus par les autorités sur de multiples arriérés de paiement de primes des fonctionnaires du secteur. Un cumul arbitraire et injustifié qui foule au sol les engagements pris par le gouvernement. Si rien est fait de toute urgence, Ça va péter !!! A-t-on appris des syndiqués de la Fecorefi.

Loin d’être des devins nous pressentions que le calme observé depuis un moment dans les Régies Financières n’était qu’une façade, une tombe belle à l’extérieur mais plein d’ossement et de puanteur à l’intérieur.

En effet, on se rappel des chaudes empoignades entre le Gouvernement et la Fédération des Collecteurs des Régies Financières, principale centrale syndicale du secteur. Cette dernière n’a eu de cesse de rappeler à l’exécutif que seul le respect de ses engagements pourrait garantir un retour perein de la sérénité et de l’accalmie dans ce secteur considéré comme l’un des bras séculiers de l’État.

Nous avons même cru qu’avec deux femmes à la tête des deux départements ministériels financiers, le problème aurait pu trouver des solutions tant l’instinct maternel aurait pu prendre le dessus sur les manœuvres politiciennes. Mais hélas !

Il se susurre qu’une violente tempête va s’abattre sur les Régies Financières. Pour cause, des arriérés de primes qui culminent à ce jour à 9 échéances d’impayés et la Prime spécifique du 2ème trimestre 2022.

Selon les informations obtenues après nos investigations, il se rapporte qu’au terme des négociations avec la Fédération des Collecteurs des Régies Financières, le Gouvernement, par le biais du Ministère du Budget et des Comptes Publics avait librement pris la décision de régler ces arriérés de prime en 18 mois. L’actuel Ministre du Budget était Présidente du Comité technique et par conséquent très au fait de la situation.

Mais voilà ! À la publication de cet article, les agents des Régies Financières constatent 9 échéances d’impayés de ces arriérés. Mme Édith MOUNOMBI EKIRI Épouse OYOUOMI les aurait-elle mis simplement en pertes et profits ? Si tel est le cas, elle déchantera très rapidement avec la déferlante qui se prépare à s’abattre.

Pour la Prime spécifique du 2ème trimestre 2022, les choses sont claires. Par principe, tout trimestre entamé est un trimestre dû, alors le 2ème trimestre 2022 est dû pour la simple raison que le décret n°00159/PR/PM du 30 juin 2022 abrogeant le décret n°00428/PR/PM du 24 décembre 2020 instituant une Prime d’intéressement Spécifique a été signé et promulgué au terme du trimestre. En conséquent, ce trimestre qui aurait dû être réglé depuis le 15 juillet 2022 est un autre cailloux dans les bottes de Dame Édith MOUNOMBI EKIRI qui gagnerait à s’en débarrasser.

Madame le Ministre du Budget, que dites-vous à ces agents collecteurs qui ne ménagent aucun effort pour atteindre les objectifs budgétaires de leurs 9 échéances d’impayés d’arriérés de primes et de leur prime spécifique du 2ème trimestre 2022 ?

Diriez-vous qu’ils ne sont pas performants alors que vous leur payez chaque mois une Prime à la Performance Budgétaire due à l’atteinte des objectifs ?

Dans tous les cas, lors de notre enquête les agents n’ont pas fait mystère de leur exaspération quant au brumeux silence qui entoure tous ces impayés et disent s’en remettre à la Fédération des Collecteurs des Régies Financières qui, comme nous l’avons constaté, bénéficie de la grande confiance de ces agents des Douanes, des Impôts, des Hydrocarbures et du Trésor.

Toutefois, Interrogeons-nous à voix haute : la FECOREFI ne s’est-elle pas fait rouler dans la farine ?

Car, rien ne peut expliquer que celle qui présidait le comité technique en qualité de Secrétaire Général du Ministère de l’Economie et de la Relance devenue elle-même Ministre du Budget et des Comptes Publics, par conséquent celle qui paye, manifeste une telle indifférence en se calfeutrant dans une apparente accalmie.

Au moment où l’État mise sur l’optimisation de ses ressources propres pour tenir ses engagements contractés avec les Partenaires au développement, comme c’est le cas avec le Fond Monétaire International (FMI), un débrayage des Régies Financières serait-il opportun ?

À l’heure où le Président de la République, Chef de l’Etat a affiché ses ambitions pour le pays, ambitions qui nécessitent une mobilisation conséquente de ressources nécessaires, le débrayage annoncé résultat de l’indifférence du Ministre du Budget ne serait il pas de nature à contrarier celles-ci ?

Qui en portera la responsabilité ?
